When I began practicing immigration law in 1977, I encountered a system in disarray.
Today, after 47 years, I see an even more dysfunctional immigration system.
Congressional inaction, fueled by relentless partisan bickering, continues to block
meaningful reform.

Throughout my career, I have continuously witnessed immigrants’ resilience. Critics
have often declared the system at a breaking point—yet here we are, still finding ways
forward. From the 1986 Immigration Reform and Control Act, which deputized
employers as immigration enforcers, to the caps on H-1B visas imposed by the 1990
Immigration Act, change has never come easily. Despite these challenges, businesses
and families have always found ways to adapt and survive.

One of the most profound turning points I recall experiencing was after the 9/11 attacks.
The tragedy brought about sweeping changes, including provisions in the Patriot Act
that forever altered immigration policy. Among those changes was a glimmer of
compassion: allowing family members of foreign nationals killed in the attacks to remain
in the U.S. Nine foreign national employees of one of our longtime corporate clients, all
in H-1B or L-1 status, were killed at the World Trade Center. It was a poignant reminder
that even in the darkest moments, our immigration system must prioritize humanity and
justice.

As I prepare to step away from the helm of Zulkie Partners, I feel profoundly grateful for
the opportunities this work has given me to advocate for these ideals. Serving as
President of both the American Immigration Lawyers Association and the American
Immigration Council deepened my commitment to ensuring our system works for both
businesses and families. It is this belief that fuels my confidence in our collective ability
to overcome the current challenges.

The looming uncertainty of past administrations, such as the Trump era, underscored
the importance of vigilance. Yet history tells us that we will adapt. We always do.
Restrictionists will continue to try to pull us backward, but we will meet the moment and
push forward, as we have so many times before.

Our clients can rest assured that Zulkie Partners will remain a steadfast advocate under
the leadership of Susie Shin. With the support of an exceptional team, we will continue
to embody the same values of diligence, compassion, and excellence that have been
the foundation of our firm for nearly twenty-five years.

and for inspiring my own. The American people deserve an immigration system that
works—not one mired in brokenness but one that uplifts individuals, meets the needs of
the business community, and strengthens families. Together, I know we will build it.
